G. Khovanskaya, a chairperson of the State Duma’s Committee on Housing Policy and HUS, told journalists that a draft law on housing construction cooperatives is planned to be prepared in 2017.
“An outline of the concept is what we have as of now. I set out it to the expert council headed by V. Resin whose response sounded positive. But it is just a concept that needs to be put in text format. To have this work done I hope to invite Nadezhda Kosareva (IUE President, professor of the HSE, Academic Advisor of the Graduate School of Urbanism, a member of the Presidential Council for Housing Policy and Affordability) and Andrei Starovoitov (Deputy Director of the National Research University “Moscow State University of Civil Engineering”) who is a specialist with expert knowledge of housing policy. To accomplish the aforesaid objective a team of experts needs to be formed. The prepared text, then, should be adjusted by the expert team, following which it should be subjected to strict scrutiny of legal departments,” G. Khovanskaya added.
