Graduated from the faculty of Economics of Moscow state University. M. V. Lomonosov, Ph. D. in Economics. Nadezhda B. Kosareva is the President of the Institute for Urban Economics since its Foundation in 1995. Shre is a leading Russian expert in the areas of housing policy, housing and utility complex; housing finance, including mortgage lending, real estate market, urban regulation and land use, as well as on the organization of local government and socio-economic development of cities.
Nadezhda B. Kosareva takes an active part in the development and improvement of a significant number of legislative and other regulatory legal acts, including the Housing code of the Russian Federation, the town-Planning code of the Russian Federation, the Land code of the Russian Federation, the Federal law "On participation in the shared construction of multi-apartment buildings and other real estate objects and on amendments to some legislative acts of the Russian Federation", the Federal law "On mortgage (real estate pledge)", the Federal law "On state registration of real estate" and others.
Membership in professional organizations: Member of the Expert Council under the Government of the Russian Federation, the Public Council under the Ministry of construction and housing and communal services of the Russian Federation (Head ff the Commission in the field of housing policy); the Expert Council on the formation of a comfortable urban environment under the Ministry of construction and housing and communal services of the Russian Federation; the Public Council under the Ministry of economic development of the Russian Federation; the Council for the development of urban areas and public spaces under the Chairman of the state Duma of the Federal Assembly of the Russian Federation; Council housing and encourage the development of housing and utility complex in the Council of Federation of the Federal Assembly of the Russian Federation; the Public and the business Council on national project "Housing and the urban environment"; Commission for the achievement of the implementation of building information modeling on all stages of the life cycle of objects of capital repair of the Public Council under the Ministry of construction and housing and communal services of the Russian Federation.
Nadezhda B. Kosareva actively participates in the public life of the city of Moscow: she is a member of the Public chamber of Moscow (member of the Commission on housing and utility services, capital repair and issues of local government and the Commission on urban planning and transport policy, architecture and construction), a member of The Public headquarters for monitoring the implementation of the program of renovation of the city of Moscow, the Public expert Council of the Regional energy Commission of Moscow.
Nadezhda B. Kosareva conducts research and educational activities, is a research supervisor and Professor at the Higher School of economics. She is the author of a number of publications on various aspects of the urban economy.
